NS: Help finding a Batman 1970s comic

Posted by: deleonjh Hi everyone, a chap of my acquaintance is asking for help finding a specific issue of Batman from the 1970s. Here's what he says: I’m trying to find the artist of an odd one-off Batman from the 70s involving a lot of rain, flooding in Gotham, sewers, and cutting to a rich socialite who appears to be a victim but is the perpetrator of a plot. The one I'm thinking of is more like a bomb plot, Batman has to go into the drains to stop a bomb causing a big flood? But it's a distraction from the socialite's heist.     He's pretty sure it's not  The Daily Death of Terry Tremayne . Thanks in advance for any help.
